Don't forget that several judges have been killed and others fled the country as well during the civil war years. Still wouldn't make up the deficit you pointed out though. <br /><br />And it's pretty incredible that COSIT would even list those types of deaths because officially the government denies that there is any torture or abuse in Iraq.
