The parties will be awarded seats on the provincial councils by the amount of votes each party or individual pulls in the entire province. After all, in Saladin, Anbar, and Diyala, I suspect that they're pretty much going to be the ones guarding the polls, so the returns will probably be either an accurate reflection of the Awakenings' popularity or their ability to stuff ballot boxes. The big wild card is, it seems to me, Western Baghdad. After all, it's going to be there that the ISF and SoI's are probably both going to want to be in charge of polling place protection, and there that the current PTB's are going to have the most incentive to mysteriously lose lots and lots of ballots.<BR/><BR/>OTOH, poll returns that have even a modicum of fairness might mean that we will be that much closer to getting I MEF out of al Anbar and into Afghanistan.
