After being silent the week before Iraq’s Islamic Resistance returned during the 3rd week of July. The Islamic State on the other hand was not active again.
There were 4 security incidents during the week all carried out by pro-Iran groups. There were three attacks upon Israel using drones and missiles. One was in conjunction with Yemen’s Houthis. There was also a drone strike on the Ain Al-Assad base in Anbar. This was the first time since April that there was an assault upon an Iraqi facility that housed U.S. troops.
This raised questions about what was the intent. There are likely several explanations. First, an Iraqi delegation was going to visit Washington D.C. the next day to discuss an American withdrawal. The factions aligned with Tehran wanted to give a reminder that it can start attacks upon U.S. forces at any time if they don’t agree to leave. Second, there are many groups who are itching to return to the fight. This incident allows them to let off some steam.
The biggest issue is how long will negotiations take. Iraqi press reports seem to think that the U.S. will take a long time to leave which works against the Sudani government who is under tremendous pressure from Iran and its allies to get the Americans out as quickly as possible.
As far as the insurgency goes there were no incidents by the Islamic State during the week. This was the 13th week of the year with no violence by IS.
