Security In Iraq May 22-28, 2019

The Islamic State’s new spring-winter offensive is in its second month. There has been a steady increase in incidents and casualties as a result. The last week of May for example saw the most attacks since October 2018.

There were 43 incidents from May 22-28, 2019. That was the most since 50 were recorded from October 15-21, 2018. Salahaddin with 10, Ninewa with 9, and Diyala and Kirkuk with 8 each had the most attacks during the month.

There were 93 casualties during the week. 39 were killed including 1 Peshmerga, 5 Iraqi Security Forces (ISF), 7 Hashd al-Shaabi, and 26 civilians. Another 54 people were wounded made up of 5 Hashd, 12 ISF, and 37 civilians. Salahaddin with 36 casualties had the most of the six provinces with violence.

Attacks have been very low in Anbar the last few months but there were significant ones this week. There were two car bombs, one in the Qaim district and the other in the Haditha district, both in the west. The last car bomb in the province was at the start of April. Although not in urban areas the return of vehicle bombs was another sign that IS has started a new campaign in Iraq.

There were just three incidents in Baghdad, but one was a car bomb that was discovered in the Abu Ghraib district in the west and dismantled. IS has almost forgotten about the capital during its rebuilding stage, but it needs to hit it to stay relevant. A car bomb attempt was a sure sign that it was now moving in that direction.

Diyala, Kirkuk, Ninewa and Salahaddin are the center of IS activity in Iraq. In Diyala there were 8 incidents. That included fields being burned, farmers attacked, two gun battles, two attacks upon checkpoints, and two mortar incidents. In Kirkuk, all 8 incidents involved farms being burned. IS also started the nasty tactic of planting IEDs in the fields or on the roads leading to them to kill and wound people as they try to put the fires out. Five more farms were burned in Ninewa. There was also a truck bomb in a market and IS posted a video of it executing a Peshmerga in the Sinjar district. Finally, in Salahaddin there were 10 incidents. Two farms were burned there and IS made an attempt on a third one. The group also attacked the Alas oil field twice during the week. These four provinces always have the most violence. Starting last week IS started the new tactic of burning farms. That was likely to extort money from the locals. The insurgents are also always challenging the local security forces that have a sparse presence in the rural areas IS is operating in. The goal is to rebuild its finances. Find areas to build bases so that it can train cadres, and eventually move from the countryside into the urban areas once again.
