The fourth week of July saw the highest number of security incidents in two months. That being said it was still at relatively the same level seen throughout 2019, this despite the Islamic State declaring a new spring-Summer offensive Revenge of the Levant.
There were 22 incidents in Iraq from July 22-28. That was
the highest amount for the month and the most since 24 incidents from June
8-14. Still, this was around the average number of weekly incidents that has
been seen all year. The Islamic State is supposed to be in the middle of its
annual spring-summer offensive, but it is not producing many operations.

The fourth week of July had the lowest casualty count of the
month. 13 people died and 17 were wounded. That included 1 Iraq Security Forces
(ISF), 1 Hashd al-Shaabi and 11 civilians losing their lives and 3 ISF and 14
civilians being injured. Kirkuk with 14 had the most casualties during the
week.
For the third week in a row there were no incidents in
Anbar. Attacks there have gone up and down, but this is a really low level with
only 3 so far during July.
There were just 3 incidents in Baghdad. One was an attempt
upon a Kataib Hezbollah commander. That might have been political violence,
and not the Islamic State.
Diyala, Kirkuk, Ninewa and Salahaddin remain the heart of the
insurgency. In Diyala there was a shootout and an attack upon a
checkpoint and the town of Islah was attacked twice with a house and two
cars burned.
All of those incidents occurred in the northeast in the Jalawla and Khanaqin
districts that have been a favorite target of militants since the central
government took over the areas from the Kurds. Mortars and rockets were also
popular during the week with three such incidents in Diyala and Kirkuk each. A
village in the Daquq district of Kirkuk in the south was also assaulted.
Two villages were attacked by IS in the Sinjar and
Hammam
al-Alil districts of eastern and southern Ninewa resulting in the assassination
of a sheikh. Finally a checkpoint
was shot at in Baiji in Salahaddin. The government just ended two major
security operations which might have resulted in the increase in violence in
these provinces. Then again, they have not been effective before in deterring
the work of the militants so the ups and downs in incidents might have just
been the ebb and flow of violence in Iraq.
