The Islamic State is in the middle of its annual spring-summer offensive Revenge of the Levant and yet little has come of it so far. Attacks have been heading downwards since the middle of June.
There were 13 incidents from July 8-14, 2019. One of those was
a mass grave
with 18 bodies of Yazidis killed by the Islamic State being discovered in Ninewa’s
Sinjar district. The government just finished a large operation sweeping
through Anbar, Ninewa and Salahaddin, which might have disrupted IS’s
operations during the week. While very few militants were killed or captured
they did have to move out of the area to avoid the security forces. Baghdad and
Diyala were tied with the most incidents with four each.

There were 31 deaths and 10 wounded during the second week
of July. Minus the 18 bodies found in Sinjar there were just 13 violent deaths.
In total, 1 Iraqi Security Forces (ISF), 4 Hashd al-Shaabi and 26 civilians
lost their lives, and 1 ISF, 4 Hashd, and 5 civilians were injured.
There were no incidents in Anbar during the week. Again,
that might have been due to the Iraqi campaign.
Babil had one incident which was an IED
at a checkpoint. As usual, this occurred in the Jurf al-Sakhr district in
the northeast where almost all attacks occur. That’s because it is a Hashd base
providing lots of targets and abuts Anbar providing access.
IS is slowly trying to move back into Baghdad. There were
four incidents during the week all in the north and south. That included the assassination
of a mukhtar in Yusifiya. The insurgency is mostly constrained to the rural
areas of the country. It must make a comeback in the cities, especially the
capital if it wants to become a real threat again.
There were seven incidents in Diyala, Kirkuk and Salahaddin.
That included an attack
upon a checkpoint in eastern Diyala, and a mortar
attack upon a town in the Shirqat district of Salahaddin. These three
provinces along with Ninewa are the main areas of operation for the militants.
Attacks have gone up and down with the months. This week was obviously a down
one.
