During the fourth week of July there was an increase in activity by both the Islamic State and pro-Iran groups. The former may be starting its annual summer offensive but it’s too early to tell right now. The latter picked up attacks in response to a Turkish strike that killed several civilians in Kurdistan.
There were a total of 18 security incidents reported in Iraq from July 22-28. That was the highest total this month and the most since the third week of May.
There were 7 incidents by pro-Iran groups. These were almost all aimed at Turkey after a deadly incident in Kurdistan. In Ninewa. rockets were launched at a Turkish base in Zilikan three times while mortars were fired at the Turkish consulate in Mosul. In Dohuk there were two drone strikes on a Turkish military camp although the second failed. Finally, in Sulaymaniya rockets were fired at the Khor Mor oil field. This was the fourth time the oil field had been targeted since June. Those were all political messages to the Patriotic Union of Kurdistan that runs Sulaymaniya to stay with the Coalition Framework against Moqtada al-Sadr.
That left 11 incidents by the Islamic State in Baghdad (2), Diyala (3), Kirkuk (2), Ninewa (1), and Salahaddin (3).
Those led to 9 deaths and 21 wounded. 1 member of the Iraqi Security Forces (ISF), 2 Hashd al-Shaabi and 6 civilians were killed while 4 ISF, 4 Hashd and 13 civilians were injured. Diyala had the most casualties at 17. The other provinces were all in single digits.
There were two offensive operations by IS during the week. In Kirkuk, three power towers were blown up. This is a common tactic during the summer to increase discontent with the government which has always struggled to provide electricity. A military base was also attacked in the Makhoul Mountains in Salahaddin.
The other incidents were all routine for the insurgency. There were two shootings in Baghdad’s northern Tarmiya district. A sniper fired at a checkpoint and two villages were assaulted in Diyala. There was an IED on some police in Kirkuk and another bomb in Ninewa. Finally, there were two shootings in Salahaddin, one aimed at a checkpoint manned by Hashd. These are the normal types of operations IS is involved in each week. They are aimed at controlling rural areas where the group is based. They want to intimidate the local population and drive out the security forces. They have been doing this for the last four years but little else showing the decline of the organization.
