Violence surged in Iraq in April as the Islamic State launched its annual Ramadan offensive. Pro-Iran groups also picked up their operations. That led to the most incidents in 8 months.
There were a total of 111 security incidents recorded in Iraq in April. That was the most since 133 in August 2021.
Pro-Iran groups were responsible for 22 attacks during the month. April was unlike previous months however. Only 12 convoys working for the U.S. were bombed. Those usually make up the vast majority of incidents. There were 7 rocket attacks with a Turkish base in Ninewa being the favorite target being hit four times. Missiles were also fired at Irbil aimed a refinery, another Turkish camp in Dohuk, and Ain Al-Assad base in Anbar. There was a drone strike on Dohuk as well along with a drone being shot down over Ain Al-Assad and rockets being discovered in Baghdad. There were a total of 20 attacks by these factions up from 12 in March and 11 in February. As government talks have stalled these groups have picked up their activities.
There were 89 incidents by the Islamic State in April. There were 33 in March, 28 in February and 46 in January. 89 was the most attacks by IS since 103 in August 2020. The reason for the dramatic jump was the annual Ramadan offensive.
Those incidents were spread across Anbar (11), Babil (5), Baghdad (4), Diyala (23), Kirkuk (23), Ninewa (7), Salahaddin (15), and Sulaymaniya (1).
Those left 34 dead and 103 wounded. 7 civilians, 10 Hashd al-Shaabi, and 17 members of the Iraqi Security Forces (ISF) were killed while 19 Hashd, 25 civilians and 59 ISF were injured.
Diyala had the most casualties with 42 followed by 27 in Anbar, 25 in Salahaddin and 21 in Kirkuk. The other provinces were in single digits.
It’s important to break down the types of attacks that were carried out during this campaign to see the state of the insurgency. In Anbar an army base was attacked and a checkpoint assaulted both in the Hit district in the center of the province. There were three bombings and a gun battle in Babil’s Jurf al-Sakhr targeting the Hashd. In northern Baghdad mortars were fired at Camp Taji. A Shiite shrine was bombed and mortars were fired on two areas in Diyala. Two police stations were hit, there were three shootouts with the army, and there was an attempt on the life of the commander of the Federal Police’s 5th Division in Kirkuk. The militants attempted an attack on the outskirts of Mosul during a dust storm and an army unit was ambushed in Ninewa. In Salahaddin a Hashd base and an ISF camp were attacked. That was 20 offensive operations out of 89 incidents. That was only 22% of the total with the other 78% being the usual defensive operations to keep people and the government out of IS areas such as smuggling routes in western Anbar, Muqdadiya and Khanaqin districts in central and northeast Diyala, the Hamrin Mountains the straddle the Diyala-Salahaddin border, and southern Kirkuk. There was only one attack, a sticky bomb upon a government official in Tikrit that took place within an urban area. Otherwise, IS is limited to the rural, mountainous and desert regions of Iraq.
Overall, the Islamic State’s Ramadan offensive showed that the group still has plenty of cells and supplies to dramatically increase the number of attacks. At the same time, it’s mostly isolated in Iraq and has little affect upon the majority of the country and population.
