Iraq is witnessing the lowest levels of violence since the
overthrow of the Saddam regime in 2003. The Islamic State is on the run and
regrouping and barely carrying out operations anymore. The insurgents are most
active in Baghdad and Ninewa, and even there are only carrying out on average of
about 2 attacks per day. In the other major provinces where the group maintains
a presence, Anbar, Diyala, Kirkuk and Salahaddin there is only an average of
around 1 incident per day.
As a result, casualties remain at extremely low levels. In
Baghdad province for instance, you had two weeks in November with single digit
death counts. There was one week during the month where there were no dead or
wounded reported in Kirkuk. The number of fatalities remains high due to mass
graves being discovered every few weeks, a lasting reminder of the rule of the
Islamic State. During the month, 910 bodies were found in Anbar, Kirkuk, Ninewa,
and Salahaddin. That left 372 people killed by violence in November.
What that leaves the Iraqi government to do is restore
governance in the areas liberated from the insurgency, rebuild the vast areas
destroyed during the fighting, rebuild the local security forces, and create a
permanent presence across central Iraq, so that IS does not make a comeback
another time. Unfortunately, much of this appears to be beyond the capability
of the authorities. With elections coming in 2018 there is even less incentive
for politicians to do anything substantive.
