Activity by the Islamic State remained at a low level during the first week of April. At the same time there was a large jump in attacks by pro-Iran groups against American targets.
The number of attacks by groups linked with Tehran went from 11 total in March to 8 from April 1-7. The types of incidents were also different. There were only three bombings of logistics convoys working for the U.S. in Baghdad, Muthanna and Salahaddin. The other four were rocket attacks, three on a Kurdish base in Ninewa and one fired towards an oil refinery in Irbil. During March there were 10 IEDs and just two rocket attacks. Before it seemed like these factions were stepping away from their usual pace of operations because they were caught up in forming the next government. The attack on Irbil was actually part of that process as pro-Iran parties have turned to violence to push their agenda during talks.
There were 8 incidents by the Islamic State during the week. Attacks by the group have been at the lowest level ever since September. Starting in January 10 out of the 13 weeks have seen incidents in single digits.
From April 1-7 there were 6 wounded made up of 1 Hashd al-Shaabi and 5 members of the Iraqi Security Forces (ISF). These occurred in Babil and Ninewa.
In Babil a Hashd was wounded by a bomb in the Jurf al-Sakhr district in the northeast. This is a large Kataib Hezbollah base with army units surrounding it which often gets targeted by IS.
Diyala is the center of the insurgency and usually has the most incidents but during the week there was only one. That was a shooting at a checkpoint in the Muqdadiya district in the center of the province.
There were two separate kidnappings in Kirkuk. That included a peshmerga and four shepherds. These were likely done for ransom.
There was another offensive operation in Mosul when IS fired at some soldiers using the cover of a sandstorm. This was doubly rare because it happened inside a city when the insurgency is almost completely rural now. An IED wounded a policeman and some soldiers ran into a suicide bomber during a sweep leading four of them to be injured in Ninewa.
Finally there was a sticky bomb inside Tikrit, another urban incident.
In total there were two offensive operations from April 1-7 and two incidents in cities. The fact that were just 8 attacks overall showed that the Islamic State is largely dormant. This was especially striking because Ramadan began which has marked the start of the first insurgent offensive of the year since 2003. It doesn’t appear IS has the capability to do much this year.
