The Islamic State’s annual Ramadan offensive continued while incidents by pro-Iran groups dipped.
Groups linked with Tehran only carried out 2 incidents from April 15-21. Convoys working for the U.S. were bombed in Baghdad and Diwaniya. The week before these factions were responsible for 7 incidents and 8 the first week of April. There have been 15 incidents total by these groups versus 12 in March and 11 in February. Attacks picked up as talks to form a new government stalled.
There were 22 incidents by the Islamic State during the week. That was the highest figure since the second week of September 2021. There were 14 incidents during the 2nd week of April and 8 the first week. The jump in attacks was due to the annual Ramadan campaign. This broke the downward trend the group had shown over the last 7 months when it was down to single digit attacks each week, the lowest since 2003. Despite the new offensive the insurgency is still in decline.
In Anbar there were two incidents. A checkpoint was attacked in the Akashat area and there was a gun battle in Rutba both in the western half of the province. These are along smuggling routes the militants use to bring in people and material from Syria.
The Jurf al-Sakhr district in northeast Babil was targeted again with an IED and a shootout. This is a favorite area for the militants because it is a large Kataib Hezbollah base surrounded by army units.
There were two rare attacks in Baghdad. Both of which occurred in Tarmiya in the north. The area is a long time IS base. That last time there were any incidents in the capital was at the end of January.
Diyala had the most incidents during the week with 8. There was only one offensive operation when IS blew up a Shiite shrine in the Muqdadiya district in the center. The rest were the usual mix of shootings and IEDs.
The three incidents in Kirkuk, an IED was dismantled and two shootings, all took place in the south as usual which IS was never expelled from during the war.
Of the five incidents in Salahaddin only one was offensive when IS attacked a Hashd base. The rest were IEDs and small scale shootings.
Despite the large increase in incidents only 3 of them were offensive in nature. Almost all the rest with the exception of some IS elements being intercepted by the security forces trying to infiltrate into an area, were defensive aimed at keeping people and the government forces out of IS bases. All of the incidents were also in rural areas of the country. This shows that even when IS launches a new campaign it is largely restricted to the places it already operates in and doesn’t have the men or resources to do much more other than increase the number of attacks there. This is another sign that IS is on its way out in Iraq.
